Scott was born and raised in Connecticut where he earned the rank of Eagle Scout. He attended college at the Citadel in Charleston, South Carolina on an NROTC scholarship and was Alpha Company Commander his senior year. He was a Distinguished Naval Student, on the Dean’s List, received Gold Stars, was a member of the Pi Alpha Sigma honor society, and was featured in “Who’s Who Among American College Students.” He graduated in 1992 with a double major in political science and history.

Upon graduation, Scott was commissioned as an officer in the United States Marine Corps. At Ft. Knox, Kentucky he was the Distinguished Graduate for Armor Officers Basic Course 5-93. He was stationed at Camp Lejuene, North Carolina as a member of 2nd Tank Battalion, 2nd Marine Division. With 2nd Tank Battalion he was an M1A1 tank platoon commander, tank company executive officer, and legal officer.

During his service he earned the National Service Defense Medal and a Navy Achievement Medal for superior performance of duties while assigned to 2nd Tank Battalion. After leaving active duty in 1996, he joined the reserves and achieved the rank of Captain while serving with Delta Company, 8th Tank Battalion. Scott was honorably discharged in January 2001.

In 1999, Scott graduated from the University of South Carolina, School of Law with a Juris Doctor Degree. During law school, he was a law clerk with Collins Entertainment Corp. (“Collins”) and in 1999 became Associate General Counsel for Collins.

In August 2000, Scott founded Scott M. Mongillo, Attorney at Law, LLC, and subsequently became General Corporate Counsel for Collins and its related companies.

During his representation of Collins, Scott participated in numerous trials and appeals at both the state and federal level. This representation included participation in Collins Music Co., Inc. v. IGT a/k/a IGT-North America, Case No. 1994-CP-26-3266. (See Collins Music Co., Inc. v. IGT, 365 S.C. 544, 619 S.E.2d 1 (Ct.App. 2005)), an action through which the client collected over $20,000,000.00. In July 2013, Scott concluded his representation of Collins and joined Bland Richter, LLP. Scott is a member of the South Carolina Bar, a member of the United States District Court for the District of South Carolina, and a member of the United States Court of Appeals for the Fourth Circuit
